monetary union (även: currency union)

A monetary union is an extreme form of a fixed-exchange-rate regime, with at least two distinctions. First, because the countries switch to a new currency, the cost of abandoning the new system is much higher than for a typical fixed-exchange-rate regime, giving people more confidence that the system will last.
